Análisis de las remuneraciones académicas y su vinculación con la productividad en investigación : el caso de las universidades estatales en Chile

dc.description.abstract	Estudiar y analizar el rol del académico en la Educación Superior, siempre será relevante si consideramos la importancia de la formación de profesionales, el aumento exponencial del ingreso de estudiantes a las Universidades, y el rol que estas instituciones cumplen en nuestra sociedad como generadoras y transmisoras de conocimiento. Adicionalmente, el perfil del académico de la región ya no se limita a la docencia pura de pregrado, ya que la investigación se ha estado incorporando como una actividad habitual en el quehacer universitario, es por esa razón que, ante este cambio de paradigma, es importante observar de qué manera este nuevo rol es retribuido al docente en sus remuneraciones. En esta línea, éste trabajo tiene como finalidad, por una parte, realizar un acercamiento de carácter teórico a ciertos aspectos vinculados a las remuneraciones de los académicos de las universidades estatales de Chile. Para lograr lo anterior, se realizó una revisión bibliográfica de artículos publicados en revistas indexadas, relacionados con los temas propuestos tanto a nivel latinoamericano como en la realidad chilena, y particularmente para los académicos que forman parte de las Universidades Públicas y Estatales de Chile. Por otra parte, se analiza la relación que existe entre el número de publicaciones Scientific Electronic Library Online o Biblioteca Científica Electrónica en Línea (Scielo no ISI) y Web Of Science (Wos) de las universidades públicas, estatales y regionales de Chile respecto a las remuneraciones promedio anual que cada institución otorga. Para alcanzar los objetivos planteados, se realiza en primer término análisis documental de artículos publicados en revistas indexadas relacionados con el tema en estudio, que permita obtener una mirada global relativa a las remuneraciones académicas, y cómo estas han sido abordados desde diferentes puntos de vista. Posteriormente, para realizar el análisis de datos, se obtendrán las remuneraciones pagadas a los académicos en las universidades estatales en estudio, a través de sus páginas corporativas, en el marco de la Ley de Transparencia Activa, donde cada institución debe publicar las planillas de remuneraciones mensuales. Cabe destacar que el período en estudio corresponde al 2010-2017. Respecto del número de publicaciones de cada universidad, éstas serán obtenidas a través de la página web de la Comisión nacional de investigación científica y tecnología (CONICYT), con el fin de obtener el número total de publicaciones WOS y Scielo no ISI, de cada universidad para el mismo período antes indicado (2010-2017). Una vez que se han obtenido los datos se presentarán gráficos univariados y se realizan análisis Bivariados de las variables de interés. Para el análisis Bivariado, se utilizará el método de correlación entre las variables Remuneración Promedio Anual de las universidades y publicaciones anuales Scielo no ISI y Wos, y publicaciones anuales totales durante el período 2010 – 2017. Para tal efecto se utilizará la prueba de correlación paramétrica de Pearson o no paramétrica Spearman, en caso de que una de las variables de estudio no presente una distribución normal. Cabe mencionar que una prueba paramétrica se establece cuando se asumen distribuciones estadísticas subyacentes a los datos, en cambio, una prueba no paramétrica se utiliza cuando los datos no se ajustan a ninguna distribución. Cabe señalar que, para la realización de este estudio se consideró a 15 de las 18 universidades estatales existentes en el país, es decir, se excluyeron a la Universidad de O´higgins y la Universidad de Aysén, debido a que su creación fue el año 2015, por lo tanto no existen datos históricos que permitan considerarlas en el período de análisis. De la misma forma, también fue excluída la Unviersidad de Chile, ya que por las características propias de ésta institución, su funcionamiento y organización, no resulta comparable con el resto de las universidades estatales del país.	es

In this line, this work aims, on the one hand, to make a theoretical approach to certain aspects related to the remunerations of the academics of the state universities of Chile. To achieve the above, a bibliographic review of articles published in indexed journals was carried out, related to the topics proposed both in Latin America and in the Chilean reality, and particularly for the academics that are part of the Public and State Universities of Chile. On the other hand, the relationship between the number of publications Scientific Electronic Library Online or Electronic Scientific Library Online (Scielo no ISI) and Web Of Science (Wos) of public, state and regional universities of Chile with respect to the average annual remuneration that each institution grants. To achieve the stated objectives, a documentary analysis of articles published in indexed journals related to the subject under study is carried out, which allows obtaining a global view relative to academic remunerations, and how these have been approached from different points of view. Subsequently, to perform the data analysis, the salaries paid to the academics in the state universities under study will be obtained, through their corporate pages, within the framework of the Active Transparency Law, where each institution must publish the remuneration forms monthly It should be noted that the period under study corresponds to 2010-2017. Regarding the number of publications of each university, these will be obtained through the website of the National Commission of Scientific Research and Technology (CONICYT), in order to obtain the total number of publications WOS and Scielo no ISI, of each university for the same period indicated above (2010-2017). Once the data have been obtained, univariate graphs will be presented and Bivariate analyzes of the variables of interest will be performed. For the Bivariate analysis, the method of correlation between the variables Annual Average Remuneration of the universities and annual publications Scielo no ISI and Wos, and total annual publications during the period 2010 - 2017 will be used. For this purpose, the parametric correlation test will be used. of Pearson or non-parametric Spearman, in case one of the study variables does not present a normal distribution. It is worth mentioning that a parametric test is established when statistical distributions underlying the data are assumed, whereas a non-parametric test is used when the data does not fit any distribution. It should be noted that 15 of the 18 state universities in the country were considered for this study, that is, the University of O'Higgins and the University of Aysén were excluded, because its creation was the year 2015, therefore, there are no historical data that allow us to consider them in the analysis period. In the same way, the Unviersity of Chile was also excluded, since due to the characteristics of this institution, its operation and organization, it is not comparable with the rest of the state universities of the country.	es
