dc.description.abstract	En Chile existe un déficit en la calidad de los edificios escolares, esto es posible observarlo en la baja calidad del confort interior en las salas de clase, en las que se han medido temperaturas tan bajas como 8°C en ciudades con clima mediterráneo en invierno [1]. El gobierno de Chile ha promovido algunas políticas y proyectos de investigación para mejorar este tipo de edificios, sin embargo, ninguna de estas iniciativas se ha convertido en una normativa, dejando la decisión de que y como mejorar en manos de los dueños o administradores. El propósito de este trabajo es informar e influenciar a entidades de gobierno para adoptar una política que apunte a un balance neto cero (Net Zero) en colegios. Destacando la importancia para Chile de tener Colegios Energía Neta Cero (NZES), y su utilidad en caso de catástrofe, explorando, además, la factibilidad. De esta manera, el mejorar la calidad de los edificios en una forma correcta, con mejores condiciones de confort interior y altos estándares de eficiencia energética, pueda ser una alternativa atractiva para dueños y administradores. Al presente, no se ha encontrado ningún estudio relacionado con el objetivo NZES en Chile. El presente trabajo, presenta una evaluación del estado del arte de normativas, conceptos y tecnologías para alcanzar el objetivo de un Edificio Cero Energía (NZES), para proveer un panorama del escenario existente de los edificios escolares y una perspectiva para aplicar el concepto NZES en Chile. Varias definiciones de Edificios Energía Neta Cero (NZEB), normativas, estudios y estándares que están vigentes en Chile fueron analizados y puestos en perspectiva. Un estudio comparativo fue realizado con Bélgica, de manera de establecer una hoja de ruta de estrategias para la implementación de esta meta en Chile. Un análisis holístico de las Fortalezas, Oportunidades, Debilidades y Amenazas (FODA) fue realizado para establecer las brechas, y la factibilidad de implementar el concepto NZEB, además de un grupo de recomendaciones para alcanzar este objetivo en Chile.	es
dc.description.abstract-2	In Chile, there is a shortfall in the quality of school buildings, that is seen in the low standard of thermal comfort in the classrooms with temperatures as low as 8° C in a city with a Mediterranean climate in winter [1]. The Chilean Government has promoted some policies and investigation projects to improve this kind of buildings, however, none of them have become in a regulation, leaving the decision of what and how to improve in hands of the owners. The aim of this work was to inform and influence decision makers at government level to adopt Net Zero Energy Schools policy. Highlighting the importance for Chile to have strategic NZES to be useful in a catastrophe case, exploring also, the feasibility to became more attractive to owners and administrators, to improve in a right way their buildings and to build new ones with better indoor conditions and high energy efficiency standards. At the present, no study has been carried out related to the NZES goal in Chile. The follow work presents an assessment of the state of the art of regulations, concepts, and technologies to reach the NZEB, to provide a snapshot of the existing scenario of the school buildings and the perspective to apply the NZEB concept in Chile. Several definitions of NZEB, regulations, studies and standards that are in force in Chile were analyzed and put them in perspective. Then a comparative study was made with Belgium to establish a pathway of strategies to the implementation of this target in Chile. A holistic analysis of the Strength,Weakness, Opportunities and Threats (SWOTs) was made to establish the lacks, and the feasibilities of implement NZES and a group of recommendations was delivered to reach this goal in Chile.	en
